Gregory Carter, ChairGregory Carter, Chair
An employee of AT&T's Engineering Department for 31 years, Mr. Carter served as project manager, coordinating all aspects of construction for the corporation's network facilities for the state of Virginia and working as a liaison between the company and vendors, consultants and project personnel. Currently the owner/operator of a general home repair business, Mr. Carter also served in the U.S. Army Corps of Engineers.

Marguerite G. Malone, Ed.D., Second Vice ChairMarguerite G. Malone, Ed.D., Second Vice Chair
Dr. Malone received a Bachelor’s degree from William and Mary College and Master’s and Doctorate degrees from the University of Memphis. Her academic background includes the economics and educational fields. An assistant professor of education, Dr. Malone also was an administrator at the University of Memphis. In addition, she served as a training and development manager with Federal Express. As president of MGM Consulting Co., Dr. Malone has provided consulting services to many different types of organizations, including health care, on a broad range of issues such as quality improvement, leadership/management, human resources, productivity improvement, communication and instituting change. She also has served on numerous boards of directors in leadership roles.

Joseph J. DeVirgilio, Jr., TreasurerJoseph J. DeVirgilio, Jr., Treasurer
Joseph DeVirgilio is president of Suncoast Management Consultants and a senior consultant with River Consulting Group. He relocated to North Venice, Florida, from Poughkeepsie, New York, where for three decades he served in a series of executive positions for the CH Energy Group, Central Hudson Gas & Electric Corporation and Central Hudson Enterprises, most recently as executive vice president. 

Mr. DeVirgilio's extensive board experience includes 12 years on the Board of Trustees of St. Francis Hospital, where he served as chair of the board's Quality Council and Capital Campaign. He also served on the board of the St. Francis Healthcare Foundation. In addition, he has been a member and leader on numerous boards of community and business organizations. Mr. DeVirgilio has received several honors for his service, including the Healthcare Trustees of New York State Award, the Poughkeepsie Area Chamber of Commerce Community Service Award and the Hospice Community Service Award.   He received his Bachelor’s of Engineering from Stevens Institute of Technology and his Master's in Electric Power Engineering from Rensselaer Polytechnic Institute.

James Meister, Assistant SecretaryJames Meister, Assistant Secretary
A resident of Sarasota for the past 17 years, Jim Meister is a Licensed Real Estate Associate with Coldwell Banker in Sarasota. A native of New Jersey, he served in top administrative and executive positions with Kings Super Markets in New Jersey, a $400 million dollar food retailer, including nine years as president and CEO.

Mr. Meister has held several leadership roles in health care governance, including terms as vice chairman of the board of Atlantic Health Systems, a large nonprofit health system with locations in northern and central New Jersey, and chairman of the board of Mountainside Hospital, a community-based hospital in Montclair, New Jersey.

Before his appointment to the Sarasota County Public Hospital Board’s Northern District, Seat 1, Mr. Meister served as a community member on the board’s Audit and Mission and Planning Committees. He also is a member of the Finance/Audit Committee of the Senior Friendship Centers, and has served on the boards of numerous nonprofit organizations, trade associations and publicly traded companies over the years.

Darryl W. Henry, Assistant TreasurerDarryl W. Henry, Assistant Treasurer
Darryl Henry served as CEO for International Interoperability Initiatives, Inc., before retiring in 2006. From 1979 to 2002, he was a program director at the U.S. Department of Defense, serving as Director of the Coalition Warrior Interoperability Program, Director of the Joint Warrior Interoperability Program and Chief Hardware Engineer of Milnet (forerunner of Internet). Mr. Henry received a Bachelor’s degree in Computer Science from the University of Maryland. He serves on the Executive Board and Bylaws Committee of the Republican Club of South Sarasota County and participates in the Keep Sarasota Beautiful road cleanup crew. Mr. Henry also serves as a greeter and nursery attendant for the Living Waters Lutheran Church.

Tramm Hudson, MemberTramm Hudson, Member
Tramm Hudson is a retired Sarasota banker, U.S. Army officer and community leader who has spent almost 30 years sharing his executive expertise in finance, economic development and strategic planning with a number of organizations in the Sarasota-Manatee region. 

Mr. Hudson has served as chairman of the Greater Sarasota Chamber of Commerce, trustee of Manatee Community College, chairman of the Out-of-Door Academy, chairman of Committee of 100, chairman of The Glenridge at Palmer Ranch retirement community, and member of the boards of United Way and Sarasota Family YMCA. He also was chairman of the Republican Party of Sarasota County. In 2005, he served as chairman of Workforce Florida.

Mr. Hudson graduated from Vanderbilt University as a distinguished military graduate. He served as a Cavalry officer in Germany and continued in the Army Reserves, retiring as a Lt. Colonel. He earned his MBA from Emory University.

John H. de JonghJohn H. de Jongh, Member
John H. de Jongh brings extensive leadership experience in the areas of purchasing and procurement, marketing, advertising and project management.

Born in the Netherlands, Mr. de Jongh became a U.S. citizen in 1963. He held senior positions in corporate merchandising and product management for Montgomery Ward & Co, managing major consumer product lines and developing national procurement strategies.  During that time, he served as director of National Affairs and president of the National Association of Purchasing Management. He also was director of AAPA, an automotive trade association.

Later, Mr. de Jongh founded and served as CEO of Omni Associates, providing marketing consultation to businesses including Federal Express. In 1988, he was asked to join FedEx, where he spearheaded the development of strategic software design agreements and served in project management for proprietary software development programs. Mr. de Jongh retired from FedEx in 1999 and moved to Sarasota, where he has been an active supporter of the Sarasota Memorial Healthcare Foundation Inc., the YMCA and Salvation Army.

William NoonanWilliam Noonan, Member
During his 30-plus years with IBM, Mr. Noonan served in a number of senior executive roles, including global sales operations manager and program manager for incentive planning. In 2004, he joined Novell, a global enterprise software company, ultimately serving as senior director for global field operations. His many areas of expertise include business and financial management, HR and executive management, process design, implementation and improvement, and sales and marketing.  

Before his appointment to the Central District Seat, Mr. Noonan served as a community representative on the Hospital Board's Finance Committee. 

Mr. Noonan is a graduate of Villanova University in Pennsylvania with a degree in electrical engineering.

In Sarasota, he has served as president of the Deer Creek Community Association's Board of Directors and as community representative on the Palmer Ranch Master Association. He also is a ministry volunteer at Saint Thomas More Catholic Church.
